Gated Communities

    In a presentation flip chart dated October 18, 2006, Harbor
    Shores lays out their strategy for the so called improvements
    and expansion of Jean Klock Park.

    Parcel C, one of the mitigated/swapped parcels for JKP's
    parkland is located on the north side of the Paw Paw River
    and in Benton Township, not the City of Benton Harbor. This
    replacement of lost parkland would be a 50 foot wide strip of
    land that is described as "ideal for a high end gated
    community." JKP's parkland would be replaced with land that
    would mainly be utilized by new homeowners of a privately
    gated community outside of Benton Harbor's city limits. How
    does that benefit the citizens of Benton Harbor?

    Parcel C

    In the golf course/lease agreement between the city and
    Harbor Shores is a section that outlines the terms in the
    agreement for "Private Roads." Properties to be sold along
    private roads will be the responsibility of the "Private Road
    Owners." This agreement screams gated communities,
    something the residents of Benton Harbor are strongly
    opposed to.

    Private Roads

    Recently the community was invited to join a tour of the
    project area to ask questions about the Harbor Shores project.
    We were told prior to the tour that Tony McGhee, vice
    president of physical development for Cornerstone Alliance,
    who conducted the tour could, and would, answer any
    questions we had.

    Mr McGhee was asked twice by a member of our
    organization about these private roads and quoted from the
    golf course agreement. He claimed he had no knowledge of
    any private roads. As vice president of physical development
    we find it hard to believe that he was unaware of private roads
    within the development. Could it be that future gated
    communities are not being disclosed by Harbor Shores along
    with the numerous other cases of 'Nondisclosure'?
